Simple, outlaw shelter as a business unless it's designed to be a business… Hotels, Motels, Long term rental homes.. Treat them as businesses offering a service with a rating system that favours the weaker party (the renters)

If you offered a tax break for primary residents and full rates for all others maybe it would dissuade out of towers however, these snowbirds can afford second and third homes. A friend of mine has 7 properties in Hawaii and she doesn’t live in any of them because she likewise makes more money collecting rent money than living on the properties- she rents a small apartment and is a millionaire. Crested Butte is pretty but there’s other towns like Leadville for example…although I haven’t lived there is over 35 years, housing was limited then too.

gentrification. where rich people start moving into a otherwise poor area and they cause the land values to raise. most might like it but poor people dont normally because their only real asset is a house and when their asset becomes super valuable and their debts explode because everything else is going up.. well.. they sell… and more rich people move in and the chain continues.
